Sludge Balloon is a Tool introduced in Disney Infinity 1.0.
It is not available in later Editions of Disney Infinity.
To use it, look (or hold the left trigger to aim) at the target, then pull the right trigger. When the Sludge Balloon hits the target, it will cover it in "Fear Tech" orange colored sludge and knock the target back some distance.
